  Our key personnel are experienced professionals with extensive government contract experience. The key personnel have the authority and the expertise to overcome any compliance challenges and deliver high quality performance. IOEI principals and associates are highly qualified professionals, each with long tenures in the environmental industry. Most of our staff has high academic and professional credentials including graduate degrees, professional certifications, or both.

Founder and Chief Executive Officer:
Mr. Mike Bilodeau


  Our CEO, Mr. Mike Bilodeau, is a certified service disabled veteran with over 13 years of experience in environmental clean up and compliance. Specific CERCLA project experience includes document writing and review, Remedial Investigation/Feasibility Studies and Record of Decision support, removal actions and site sampling, consensus building, and positive regulatory agency interaction. Mike provides expert project management and superior technical services for all phases of the Comprehensive Environmental Response, Compensation, and the Recovery Act (CERCRA). In addition, Mike offers environmental construction oversight, site investigations/testing and GIS services. Mike routinely maintains direct communication with the Program Manager. This direct chain of communication is critical to resolve issues quickly and receive support and resources.

Deputy Program Manager:
Mr. Steve Siefert


  Mr. Steve Siefert, PE, has over 25 years of professional experience including environmental engineering, project management and program management duties. He holds a B.S. in Chemical Engineering, and an M.S. in Social Work. His unique combination of technical knowledge and communication expertise enable him to monitor project details while confirming that projects are consistently executed safely, timely, cost efficiently and successfully. Mr. Siefert has developed highly effective relationships with clients ranging from government agencies to private companies. Both analytical and conscientious, he has the ability to handle unexpected situations with calm resolve and technical insight, minimizing cost and schedule overruns. He understands the complexities involved with major contracting arrangements, and finds creative methods of resolving issues while adhering to exact requirements. Mr. Siefert is a licensed professional engineer in Texas and Washington.

Procurement/Contract Manager:
Mr. Allen McAfee


  Mr. Allen McAfee, is also a service-disabled veteran and provides contractual oversight, direction, and assistance to our Project Managers. When needed, Allen provides resolution of contracting problems through investigation and interpretation of contractual and regulatory requirements. Allen prepares written requests for proposals, publicizes requirements, issues solicitation documents, analyzes offers, prepares negotiation position, evaluates technical cost proposals, negotiates cost, fee, or profits as well as technical issues and recommends entering into a formal contract. For contract-supporting procurements, Allen negotiates contract modifications including: the terms and costs of contract changes, extensions of delivery schedule, price adjustments, labor hours, and standard modifications to contracts. He monitors contract performance and negotiation of necessary contract modifications to ensure satisfactory progress and completion of activities. Throughout the contract lifecycle, Allen recommends actions when the contractor is not in compliance with contract provisions, and routinely renders determinations and interpretations on such matters as payments, claims, and contractual changes to ensure requirements of the contract are met. Allen reviews and submits all contractual notifications and documentation per requirements of the contract, and ensures that we deliver consistent and compliant execution across all CTOs.

Sr. Project Manager:
Mr. Jeffrey Moore


  Mr. Jeffrey Moore is a certified project manager. Mr. Moore has worked in the off-sit, land development, and infrastructure construction industry for the past 15 years. As a certified project manager from the University of California, Riverside, Mr. Moore is knowledgeable in the Project Management Institute (PMI) established norms, methods, processes, and practices. He is competent in; initiating, planning, executing, and closing projects, as well as risk identification and analysis; activity planning, sequencing, schedule development, cost estimating, budgeting and resource allocation. Mr. Moore is currently pursuing the Project Management Professional (PMP) certification.
